Suifenhe City lies in the southeast of Heilongjiang
Province. Geographically, it is situated at 44¡ã23¡äN,
131¡ã9¡äE. It is bordered by the most developed littoral zone
of Russia on the east, the boundary line extending 27.5km.
The city governs an area of 460km2, including Suifenhe Town,
Funing Town, Suifenhe-Buguranikinai Trade Zone and Border
Economic Cooperative Zone. It has a permanent population of
100,000. In 1975, it was authorized by the State Department
as a city directly under Province planning; in 1988, it was
authorized by the Provincial Party Committee and the
Provincial Government as a pilot region for conducting
foreign trade and prospering borders; in 1992, it was
approved by the State Department as one of the first
edgewise cities open to the outside world; in 1997,
Suifenhe-Buguranikinai Trade Zone was authorized by Chinese
and Russian governments. In 2005, the fiscal revenue
surpassed 600 million Yuan, representing a 57% increase over
2004. The local gross output value topped 3 billion Yuan,
representing a 47% increase over 2004. The value of foreign
trade reached 3 billion dollars, growing by 20% over 2004;
the freight-passing volume in port is 7.5 million tons,
growing 16% over the previous year; and the inbound and
outbound tourists topped 5120,000 man-times, increasing by
26% over 2004.
Suifenhe City is located in the center of the Northeast
Asian Economic Zone. It is the biggest land port of China
open to the Sea of Japan. Bin-Sui Highway and No.301
National Highway start here. One railway and two highways
connect Suifenhe with Russia, and every day many trains and
buses go between it and Russia. Suifenhe is 16km away from
Buguranikinai, 210km away from Vladivostok, 270km away from
Nakhodka. From Suifenhe Port, freight can be transmitted to
Japan, Korea, American as well countries or regions in
Southeast Asia through Vladivostok and Nakhodka, no matter
by the way of land, sea or air. As an important joint of
land way, seaway and airway, Suifenhe, just like a window or
bridge, plays a key role to join Northeast China into
international division of labor and cooperation.
Suifenhe Town
Suifenhe Municipal Party Committee and Municipal Government
are located here. It is the political, economic and cultural
centre of Suifenhe Municipality and under its direct
governance. In January 28, 1996, the former Suifenhe
Municipal Street Office was rebuilt into the town. It
possesses 638.1 mou farmland and 6932 mou woodland. It has a
permanent population of 40,661. 54,627 are nonagricultural,
447 are agricultural and 13,966 are floating people. Its
population is composed by five nationalities, including Han,
Man, Korean, Hui and the Mongolian nationality. Suifenhe
Town governs two village councils (Qianjin and Suidong) and
12 community committees. In recent years, it puts emphasis
on inviting business and introducing capital, promote the
construction of town and communities and advance the
development of enterprises. Its foreign trade and typical
economy such as typical agriculture are developing at a high
speed. In addition, its industry covers wood-processing,
building material, garment, metal working, and food
processing and so on. The tertiary industry covers business,
restaurant and kinds of services. Its agriculture is
predominated by rural typical economy. As to plant
production, cash crops play a dominate role, for example,
northern vegetables, fruits and medical materials. As to
livestock breeding, fish, pig, fox and raccoon dog are
wildly raised.
Funing Town
In the periphery of Suifenhe city, it is under the direct
governance of Suifenhe Municipality, as its sole
agricultural town. Funing Town governs 9 administrative
villages with a total population of 18,000. In April, 1995,
it was authorized by eleven departments (committees)
including State Commission for Economic Restructuring to
become one of the 57 pilot towns for overall reform. It is
abundant in resources. Firstly, its forest cover rate
reaches 58%, which ensures it abundant forest resources.
Secondly, the number of its wild economic plants surpasses
300, including fungus, mushroom, ginseng, asiabell, Chinese
magnoliaving, acanthopanax, astragalus. Thirdly, it has more
than 20 kinds of rare animals, including black bear, spotted
deer, roe deer and wild boar. Fourthly, its mineral
resources are abundant and it has more than 10 kinds of
mine, including laterite, granite and bluestone. Moreover,
its natural landscapes are outstanding, too, including
Tianchang Mountain, Dijiu Mountain, Wuhua Mountain, Little
Suifeihe River and Hancong River. Funing Town is famous for
its wonderful ecological environment, for instance, blue
sky, clear water and clean grounds. It is a natural resort
in summer for its blooming flowers, beautiful clouds and
cool weather. In addition, its economic strength is enhanced
considerably.
